A competition for the designing of the building of Municipality of Bourgas was opened in 1927. Four author’s teams entered it. The competition was won by a team with members: architect Ovcharov and architect Popov.
The public library, which burnt to the ground in an accident, was situated previously on the same plot of land where the building of the Municipality stands nowadays. The building has been preserved in its initial outlook and is announced for a monument of culture.
